What is KP?

Katarungang Pambarangay is a system of amicable settlement of disputes at the barangay level under the Local Government Code (Republic Act 7160). It allows parties to resolve certain disputes without going to court, with the help of the Lupon Tagapamayapa and, when needed, a Pangkat Tagapagkasundo.

Role & benefits

The Lupon Tagapamayapa facilitates mediation and helps parties reach a voluntary settlement. Benefits include: faster resolution than court, lower or no cost, less formality, and the chance to preserve relationships in the community. Steps in the KP process

1) Filing — Complainant files a complaint at the barangay (or pre-files online and then signs in person). 2) Summons — Respondent is summoned to appear. 3) Mediation — The Lupon tries to help the parties reach an amicable settlement. 4) Pangkat hearing — If mediation fails, a Pangkat is constituted to hear the case. 5) Outcome — Either an amicable settlement is reached, or a Certification to File Action is issued so the complainant may go to court.
